So here's the deal...
I live in U.S. of America but want to enter my newest creation into an international festival in England.

Unfortunately, I haven't any equipment for transfering my video to VHS (PAL).
I have only VHS (NTSC) or whatever it's called, the American version.
Where in America could I transfer?
Why the hell can't Europe and America settle this dispute?

Can't you just send the NTSC tape, the majority of videos in the UK have an NTSC playback option any road.
